Meet Jorge


Jorge Sanchez Bautista is running for Portland School Board in NE Portland (Zone 5, but elected citywide!) to ensure students are a priority and that we are fully funding public education. A native Portlander, he was raised in the Cully neighborhood and is a student, community organizer, and an educational advocate. With experience passing legislative bills, advocating for change, and being a student in Portland Public Schools all of his life, he is ready to bring change and advocate for all.

Jorge was born and raised in Portland to a working class mom who cleaned buildings after moving to Portland from Mexico. As a son of Mexican immigrants, his mom and older sister came to Oregon for a better life and a better education system. His mother didn’t receive secondary education and his older sister was able to graduate as a first generation student, attending Portland State University and receiving a bachelor's degree. Jorge intends to follow in her footsteps and become a first generation student, majoring in Political Science and minoring in Public/Business Administration.  

Jorge first became socially involved in 2017, when gentrification and rent spikes hit his NE neighborhood, Cully. He, alongside his family, friends, and neighbors became part of the Normandy apartments march in 2017 at 10 years old to fight back against folks who were putting profits over people. The impact affected over 15 students (including him) that were facing the possibility of moving schools due to a proposed 100% rent increase. Jorge and his family fought hard so he could remain at his school, Rigler Elementary. 

Since 2017, Jorge has been fighting for social issues such as climate change, transportation equity, gun violence prevention, educational funding, police accountability, and so much more. He has been in the fight for creating change for the past 8 years and he continues to show up for working families, his fellow peers, his community, and those that aren’t brought to the table. 

At 16 years old, Jorge got his first union job at Portland Parks and Recreation working with kids and the East Portland community. One year later, he worked with Portland State University to bring together a youth-led initiative about how young people envision their city. The project brought together community leaders, students, lawmakers, state officials, local officials, and organizations to work collaboratively on creating a better Portland for all.  

Most recently, he was appointed to the Oregon State Board of Education as a student advisor to empower student leaders throughout Oregon and to bring the student voice on policy matters at the state level. He works with the Director of the Oregon Department of Education and so much more to improve our education system. Jorge has been advocating for many bills in the legislature regarding educational funding, early literary, summer learning, special education, school meals, technology usage, and more.

Current roles:

Oregon State Board of Education
Jorge serves as one of the two student advisors where he represents over 500,000 Oregon students advising the Board and Oregon Department of Education about policies to improve and better our education system for our students, educators, and other stakeholders. Currently, he advocates in the state legislature for more educational funding, removing the special education cap, funding both early literacy and summer learning, among so much more.

New Portlanders Policy Commission (NPPC)
Jorge serves as the Secretary of this body, helping advise the Mayor, City Council, and City bureaus on ways to support immigrant and refugee communities. He’s working towards ensuring that the city is doing everything it can to protect our immigrant communities, especially the students in our schools. 

Portland Committee on Community-Engaged Policing (PCCEP)
Jorge helps advise the Mayor and the Portland Police Bureau on ways to promote both police accountability and community (particularly youth) trust with our police officers.

82nd Avenue Transit Project Community Advisory Committee
Jorge was invited by TriMet and Metro to serve as the student leader to ensure student voices were involved in the biggest transportation project in Portland to make our streets safer, cleaner, greener, and serve the best interests of our communities.

Cully’s Tax Increment Financing (TIF) District Community Leadership Committee
Jorge serves as the Co-Chair of this body, helping lead the investment of millions of dollars back into an underserved community that has not been prioritized by the city so communities can once again thrive and prosper. 

What Jorge’s advocacy has led to:


  • Implemented rules where education service districts (ESDs) can grant high school diplomas to students in a youth corrections education program

  • Implemented rules so that student educational records are electronic and only provide a printed copy if requested.

  • Implemented rules to continue and advance three accelerated learning grants to assist schools that offer college credit

  • Implemented rules so that IB students who meet the requirements of their IB program also receive an Oregon Diploma

  • Implemented rules for student records and conditions for disclosure to align with Oregon’s Sanctuary Promise laws to protect our non-citizen students

  • HB 4083 - Directs the Oregon Investment Council and the State Treasurer to make efforts to eliminate over $1 billion of investments in thermal coal companies, which ensures protections on PERS (Public Employees Retirement System) members’ retirement funds

  • SB 1503 - Establishes the Task Force on Community Safety and Firearm Suicide Prevention and requires the task force to report to the interim committees of the Legislative Assembly related to health care

  • Updated our complaints and appeals process so the public holds the Oregon Department of Education more accountable, but also increases the amount it takes to file, especially for our students

  • Implemented a $8.9 million statewide special education staff stipend grant program

  • Implemented Senate Bill 3 (2023), which makes it a high school graduation requirement to learn personal finance beginning in 2027

  • Updated both our Health Education and Language Arts basal instructional materials

  • Implemented an over $90 million statewide early literacy grant to include our federally recognized tribes, while designating $2 million for tribes only

  • Advanced the Intensive Program, which provides school districts with the highest needs in the state with additional support and funding

  • Implemented an over $450k pilot grant to improve educational outcomes of foster care students

  • Implemented an over $2 million immigrant and refugee student success plan grant program
